Lisa Hecker
Deputy Director

Ms. Lisa Hecker is the Deputy Director for CTC, Inc.  Joining the company in 1998, Lisa manages projects and contributes to CTC’s various initiatives relating to law enforcement and public safety technology, including:  conferences and focus groups related to emergency responder issues, a study of multi-jurisdictional information systems, and management of CTC’s Community Oriented Policing (COPS) Office programs.

Just after starting with CTC, Lisa coordinated a 1998 conference for the Departments of Justice (DOJ), State and Transportation (DOT) on “International Land Transportation Security Technology”--bringing together law enforcement, fire, EMS, transportation officials, and others involved in public safety, to discuss technologies to combat terrorist threats to transportation systems.  In 1999, 2000, 2002 and 2003 she coordinated similar conferences for DOJ, DOT, and the Department of Defense (DoD) on “Technologies and Tools for Public Safety,” focusing on technologies and training tools for first responders to acts and threats of terrorism.  She has also worked with the National Institute of Justice’s (NIJ) National Law Enforcement and Corrections Technology Center in Rome, NY, and Sandia National Laboratories on a school safety initiative in the Boston Public Schools.

In 2004, Lisa successfully managed the first joint Department of Homeland Security (DHS) and NIJ public safety technology conference entitled, “The 6th Annual Technologies for Public Safety in Critical Incident Response,” in New Orleans, LA, as well as a DHS Industry Forum in Washington, D.C.  Subsequently, Ms. Hecker has been the Conference Manager for the 7th, 8th, 9th and 10th Annual Technologies for Critical Incident Preparedness Conferences, in which attendance has grown to over 1,400 participants and 150 exhibits. 

Prior to coming to CTC, she worked for six years for The Honorable Steve Schiff, a Member of Congress from New Mexico’s First Congressional District, serving as his principal aide for the House Judiciary Committee (1992-1997), as well as Director of the Washington, D.C. Office (1997-1998).  During her tenure with the Congressman, Lisa helped to establish NIJ’s National Law Enforcement and Corrections Technology Centers, as well as worked on the 1994 Crime Bill, the Brady Bill, the Antiterrorism and Effective Death Penalty Act of 1996, and the Judiciary Committee’s investigation into the Waco incident. 

Lisa holds an MS in Justice from the American University in Washington, D.C., and earned her BA in Political Science from the University of New Mexico.

When she’s not working, Lisa enjoys downhill skiing, playing soccer, gardening and hiking with her dogs.  She’s an avid sports fan and enjoys having friends and family over to watch games, especially the Cleveland Browns and Indians. Lisa also sits on the Resource Board for Big Brothers Big Sisters of Northern New Mexico.
