Needs Assessments and Requirements Generation

CTC has exceptional skills in conducting needs assessments, as well as in the generation of program or technology requirements. CTC has worked extensively with federal agencies, industry, academia, and state and local first responders in providing these services.

Literature Reviews
This process begins with extensive document research and data mining to identify common elements and best practices for your particular need. The next step relies on the insight of the end users, whereby CTC utilizes surveys and/or focus groups to gather the needed information.  

Surveys and Focus Groups
CTC has personnel proficient in survey design, implementation, and analysis. We can acquire information for clients via survey alone, or coupled with a subsequent focus group, which can provide even more detailed information on a myriad of topics.  CTC also has expertise in managing/facilitating focus groups, especially as they relate to public safety needs and requirements for equipment and technology. One of CTC’s strengths is that our facilitators, having years of public safety practitioner service themselves, understand not only how to access needs articulated by a group, but how to ask important questions, incorporating those needs with operational practices and current policies and procedures. 

Many clients also use CTC’s market and technology assessment services prior to conducting a focus group or developing a survey, as market and/or technology assessments can provide a baseline for your technology as it relates to other similar technologies in the marketplace, as well as the intended application of the technology by the user community.

CTC can manage your focus group and/or survey by providing the following:

    • Public safety subject matter experts from various practitioner disciplines who can participate in your customized focus group;
    • Survey development staff who can design, implement, and analyze a survey for you with results that will be reliable and current;
    • Expert facilitators who can gather and assess end-user needs and requirements for you, as well as assess your particular needs;
    • Logistical support for focus group participants and clients, including travel and venue management; and
    • Reports providing reliable results from surveys and focus groups with tangible information presented in a concise, accurate, and professional manner. 

CTC has written many surveys and managed a large number of focus groups for clients ranging from the U.S. Departments of Homeland Security and Defense, to local jurisdictions and private sector entities.
